67 year old widow struggles financially

They cannot pay two utilities.

Her 44-year old disabled son lives with her.  They each receive a small disability check, which covers most, but not all, of their essentials.  This month they are in crisis due to moving expenses.  Their previous apartment had all appliances, their new residence had none, so they borrowed money to buy a used refrigerator and cooking range.  

Once they recover from this deficit, overall monthly expenses will be less.
